fix link in corporate docs page to board of directors minutes

the Google docs link is old and docs there are not up to date
  we moved to github to address accessibility issues
  (Google changes URL scheme every few years or so"

now links to the minutes operations repo
  will show up on operations website,
  which required adding README with links
