fix: embed complete STEPS.md content and correct trait locations

- Changed reference from 'behat-steps.mdc file' to correct STEPS.md location
- Updated trait location to vendor/drevops/behat-steps/src/
- Embedded full STEPS.md content (all 884 lines) for offline reference
- Included all available traits with complete step documentation
- Fixed misleading references to ensure AI uses correct source files
