Database Schema Management

Customer would like tables to be created in the database if they are not present

They would also like to propagate schema changes and modify the table

We need to outline next things:

1. Creating a new table: What are input parameters for new table creation? What should be configurable? A table name rule or a topic-table mapping?
2. Concurrent schema changes: we would be able to handle only simple case like adding new column. What other scenarios?

We also need to look into giving the ClickHouse user permission to create tables on their own.

Things would break in the multi-tenant setup.
