Test with CUDA 13.2 runtime

#1409 introduced a special code path for CUDA 13.2 runtime when compiled on 13.3. We need to validate this code path works, at a minimum manually. @gforsyth offered to help with a one-off test.

I've pushed up a branch to shared-workflows called cuopt-test-13.2.0 that is the same as the cuda-13.3.0 branch except all runtime tests will run on 13.2.0 instead.

When you are ready to test, you can change all the uses: lines to point to that branch and then open a PR to run CI against it

cusparse 12.7 (associated with cuda 13.2) causes memory leaks on the creation of SpMVOp Descriptors. I am removing support for it at: #1576
cusparse 12.8 does not have this problem. If afore-mentionned PR gets accepted this one could be closed I think.
