How is this related to the self-hosted agent? looks like it's a DNS issue

Good question - this is something to be aware of when deploying the self-hosted agent into VNets with particular configurations. As per the linked SO post, if you have privatelink.monitor.azure.com configured in your VNet you will have this issue. Perhaps it's not a problem with the agent directly, but it should be captured as a potential known issue in case any one runs into it. It hopefully avoids bugs being raised on the repository in future.
