Shouldn't the unit of the IfcProjectedCRS.MapUnit be a metre, and not a millimetre?

Yes, you are right!

@evandroAlfieri That could also be an interesting rule for the validation service. Validate known EPSG codes for IfcProjectedCRS and IfcGeographicCRS.
