Trusted hash flag not applied if node was previously initialized without it

When a node is first initialized and started without the --trusted-hash flag, the flag will not be applied or take effect if it's passed in subsequent runs of the node.

As we discussed with @walldiss, the best way is to stop the node with an error message in this case.

Trusted hash is going to be removed with header pruning. It will support changing it across restarts
