One of the dynamic loading tests uses an extern code block, so it can only be run with
CHPL_LLVM != none. Remove two stale tests for dlopen configs (LLVM-14and the C backend) that are now supported. While here, also adjust aCommDiagnosticstest I introduced to throw--no-cache-remote.Reviewed by @DanilaFe. Thanks!
