Default is weekly, which is more autoupdate PR churn than this project wants. Suggested by @CodyCBakerPhD on #429. Validated with `pre-commit validate-config`; `quarterly` is one of the documented values (weekly/monthly/quarterly) per https://pre-commit.ci.
