Implement binding blade in guardian templates #813
Description
As of 05535ee, there is a skill checkbox for the damage over time ticks dealt by guardian greatsword 5. They're not actually a lifesteal effect, but "a damaging effect with a base damage and a portion that scales off of power, which is not affected by vulnerability or outgoing damage modifiers" is essentially equivalent to the damaging portion of a lifesteal effect.
I've also heard this effect referred to as a "condition that scales off of power instead of condition damage," but that would be affected by vuln. Ticking lifesteal is closer.
Semi-confirmed by working out the binding blade damage on https://www.youtube.com/watch?v=NUH5fAD3QU4; for some reason the wiki formula seems to come out a little higher than the ticks reported by arc, but not a lot, so, whatever. Still more accurate than it was.
