9.4 Dashboard prompting to upgrade to 9.5 preview

Describe the bug

After upgrading to 9.4, I'm seeing an upgrade prompt for the 9.5 preview on the dashboard.

Expected Behavior

I was expecting that release builds of aspire, would only prompt me to upgrade to release builds (i.e. 9.4.1 or 9.5.0 non preview)

1. Upgrade an existing app from 9.3 to 9.4.

The expected behavior is stable Aspire will only prompt for stable upgrade.

Our of interest, what NuGet feeds do you have configured? Where is the preview coming from?

I can't reproduce this when I create a new Aspire 9.4 app:

The version checker gets its current version from the Aspire.Hosting package. Are you using a stable version?

We have a single feed pointing to an internal nuget proxy. This proxy does however have both the main nuget.org feed, and the aspire dev feed configured as upstreams. Pretty sure I'm running stable version - about pane says 9.4.0 and I see the copilot button.

Corporate policy requires all packages to go through this feed for compliance scanning, and the only way to make the dev feeds available is to put it as an upstream of the central feed.

In screenshots below, I've redacted the feed, but the feed is identical for the two commands.

Interestingly, aspire new is only letting me create a 9.5 preview resource, even though I've made sure to explicitly install the 94 project templates:

dotnet new a 9.4 project and I don't see the upgrade prompt. But I do on upgrades to 9.4. I'll see if I can do some more digging

The version in the dashboard isn’t the same as the package version. The only way I see how you can get this is if your app host is using a prerelease package version

If you confirm you’re using a stable version then you’ll have to provide a repro for me to debug further

I think this is a stale state issue. If you were on prerelease then the check happened, then you flip back to release, would the notification still show up (what is in user secrets?)
