How to not automatically run an action when actions are enabled

Feature Description

I am using it as a GitHub mirror to cache various repositories locally, but when I start actions, the hundreds of repositories I synchronized start running actions. I don't want to run these actions. I only want to run actions for my own private projects. How can I achieve this or how can I configure it?

There should be an existing repository setting to disable actions per repository.
