Add delay CLI option

This change adds a -d, --delay=seconds command line option to add a delay between sending magic packets.

This is useful in situations where the target machine's power supply has a high inrush current, and starting several machines at once might put a significant load on the power circuit.

The option accepts a real number of seconds, so fractional seconds are permitted.
