Spike: MCP Server to debug pipelines

Description

This spike explores MCP tools to help users debug their Kedro pipelines.

• The tools should aim to follow the same thought process and steps that users typically take when debugging Kedro pipelines, so the experience feels natural and familiar.
• We’ll also investigate GitHub MCP integration to automatically raise issues on the Kedro GitHub repo for any unresolved problems — including the correct context to make them easier to triage.
