Darpa graciously rehosted the vagrant files necessary. I changed the URL in the Vagrant file and issued a pull request (in repo mechaphish/virtual-competition).

I should note, if you want to run the ti vagrant box inside a Virtualbox VM, then set cpus = 1 in the Vagrantfile. You can next VMs, but only if the sub-guest has one CPU.
