Move "news" functionality to plugins

Hi @AndreiMaz ,

I'm interested in contributing to this refactoring effort to move news functionality to a plugin. To properly implement this feature while maintaining code quality and following nopCommerce's plugin standards, I believe we need:

Repository Setup Request:
Could you please create a dedicated repository for the News plugin (similar to other official nopCommerce plugins)? This would allow for:

• Proper version control and collaboration
• Issue tracking specific to the news plugin
• Following established plugin development patterns
• Community contributions and testing

Before I begin development, I'd like clarification on:

1. Repository structure: Should this follow the same pattern as other official nopCommerce plugins?

2. Migration strategy: How should we handle existing news data during the core-to-plugin transition?

3. Feature scope: Should the plugin include:

   • Admin area news management
   • Public news display and listing
   • RSS feeds functionality
   • News comments system
   • SEO features (meta tags, URLs)

4. Compatibility: Which nopCommerce versions should this target initially?

5. Database approach: Should we maintain the existing news tables or redesign the schema?

I'm ready to start working on this once we have the repository set up and these architectural decisions clarified.
