Example sections without prefix

https://github.com/oasis-tcs/dita/blob/DITA-2.0/specification/archSpec/base/impose-topicref-role.dita#L82 has `<example>` sections, but they are not prefixed with "Example: ".

Could these be moved to nested example topics? There's already that one nested example topic. More consistent.
