Uploading the proof of concept document presented in the last SATIS meeting. This document encompasses all of the work that has been done so far, including the initial reporting format, notional STIX 2.1 schema, and multiple use cases.

This change-set introduces an initial seed for the contributions area.
A separate contributiosn area with simple structure, clear naming conventions, and simplified rules for "deposit" usually eases and thus accelerates the initial work of the OASIS TCs.
Cf. issue #6 for rationale and suggested structure / hand-over.
Update: The maintainers added the STIX-POC contribution from Space-ISAC in a matching place, together with documentation.
