Broken Concerns name spacing for Controller for rails 6.0.3.x

I was unable to load the module PolicyManager::Concerns::UserTerms due to zeitwerk loading
I got around this by moving this module out of Concerns directory.
Explanation for why this doesn't work with rails 6.0.3.2 here: rails/rails#36054
