Project: add project admin dashboard for pull request builds

We talked about a few settings that could be broken out to individual settings views, but to start, the pull request build setting should be much more obvious. It will require breaking it out to a separate view/form I assume. This might be a better issues for the community repo, though I think we'd only use it in this dashboard.
