Feature: Survey variables within schedule

It would be very useful if survey variables could be defined in a schedule. This would eliminate the need to create multiple tasks in Semaphore for tasks with the same playbook but different variables.
However, the latter does not currently work via the scheduler anyway due to the bug: semaphoreui/semaphore#2244
