In admin mode, filter out disabled projects from counters / translation views #425
Description
When in language project view, admins have an option to show or hide disabled projects (default is to hide). However, in the header, the action buttons, like "Review suggestions ( NNN )", "Continue translation ( NNN )", and "View all ( NNN ) " show counters including the disabled projects. Clicking on an action button will also display results that include units from disabled projects.
I suggest to always exclude disabled projects from counting, and action buttons should lead to a translation view that has no units from disabled projects.
When an admin explicitly choses to show disabled projects and clicks into a disabled project, then the action buttons should provide counters for this project, and going into translation view would show these units.
