Describe the bug
My CPU is constantly stuck at 3400Mhz, sometimes goes up to 3500Mhz.

I used rpm-ostree kargs to add amd_pstate=active, although with 6.14 it really shouldnt be required. That still hasnt helped. My BIOS has CPPC enabled. The frequency isnt an issue under Windows either.
What did you expect to happen?
Id expect a scheduler to be picked up and the CPU to boost properly.
