No CPU frequency scheduler for 5800X3D

Describe the bug

My CPU is constantly stuck at 3400Mhz, sometimes goes up to 3500Mhz.

I used rpm-ostree kargs to add amd_pstate=active, although with 6.14 it really shouldnt be required. That still hasnt helped. My BIOS has CPPC enabled. The frequency isnt an issue under Windows either.

What did you expect to happen?

Id expect a scheduler to be picked up and the CPU to boost properly.

BIOS is a bit over a year old but post 5800X3D release, obviously

It seems a combination of enabling CPPC in BIOS, enabling global C states and using a positive clock offset for PBO breaks this completely

Defaults in BIOS work.

positive clock offset for PBO disables turbo boost for any 5000X3D processors
