Move static build stuff (e.g. /js, /css, and /images) to a single folder under htdocs (to minimize Apache aliases and to maximize flexibility.) Will need to evaluate how this would affect phonegap builds (see #4).

Could use /static though that's really Django's folder.

Could compile to an otherwise empty Django app and then collectstatic.
